An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be an irritant spray, as stated by law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.

The arrests come after a probe into an attack at the multi-storey car park at Terminal 3 on Sunday. Before the incident, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the those hurt during the incident. A total of five individuals went to hospital for medical care and were later released.

Police arrested a 31-year-old man for suspected theft and assault near the location. He has since been released pending further inquiries as the investigation proceeds.

Authorities were alerted at about 8:10 in the morning GMT after reports came in regarding a number of individuals injured by a noxious substance thought to be pepper spray.

The assault - an event that authorities stated was isolated and not considered an act of terror - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility for a short time.
